Artículo 56. La Cámara de Senadores se integrará por ciento veintiocho senadores, de los cuales, en cada Estado y en el Distrito Federal, dos serán elegidos según el principio de votación mayoritaria relativa y uno será asignado a la primera minoría. Para estos efectos, los partidos políticos deberán registrar una lista con dos fórmulas de candidatos. La senaduría de primera minoría le será asignada a la fórmula de candidatos que encabece la lista del partido político que, por sí mismo, haya ocupado el segundo lugar en número de votos en la entidad de que se trate. Los treinta y dos senadores restantes serán elegidos según el principio de representación proporcional, mediante el sistema de listas votadas en una sola circunscripción plurinominal nacional. La ley establecerá las reglas y fórmulas para estos efectos.

La Cámara de Senadores se renovará en su totalidad cada seis años.

III. SER ORIGINARIO DEL ESTADO EN QUE SE HAGA LA ELECCION; O VECINO DE EL CON RESIDENCIA EFECTIVA DE MAS DE SEIS MESES ANTERIORES A LA FECHA DE ELLA.

PARA PODER FIGURAR EN LAS LISTAS DE LAS CIRCUNSCRIPCIONES ELECTORALES PLURINOMINALES COMO CANDIDATO A DIPUTADO, SE REQUIERE SER ORIGINARIO DE ALGUNA DE LAS ENTIDADES FEDERATIVAS QUE COMPRENDA LA CIRCUNSCRIPCION EN LA QUE SE REALICE LA ELECCION, O VECINO DE ELLA CON RESIDENCIA EFECTIVA DE MAS DE SEIS MESES ANTERIORES A LA FECHA EN QUE LA MISMA SE CELEBRE.

LA VECINDAD NO SE PIERDE POR AUSENCIA EN EL DESEMPEÑO DE CARGOS PUBLICOS DE ELECCION POPULAR;

IV. NO ESTAR EN SERVICIO ACTIVO EN EL EJERCITO FEDERAL NI TENER MANDO EN LA POLICIA O GENDARMERIA RURAL EN EL DISTRITO DONDE SE HAGA LA ELECCION, CUANDO MENOS NOVENTA DIAS ANTES DE ELLA;

V. NO SER SECRETARIO O SUBSECRETARIO DE ESTADO, NI MINISTRO DE LA SUPREMA CORTE DE JUSTICIA DE LA NACION, A MENOS QUE SE SEPARE DEFINITIVAMENTE DE SUS FUNCIONES NOVENTA DIAS ANTES DE LA ELECCION, EN EL CASO DE LOS PRIMEROS Y DOS AÑOS, EN EL CASO DE LOS MINISTROS;

LOS GOBERNADORES DE LOS ESTADOS NO PODRAN SER ELECTOS EN LAS ENTIDADES DE SUS RESPECTIVAS JURISDICCIONES DURANTE EL PERIODO DE SU ENCARGO, AUN CUANDO SE SEPAREN DEFINITIVAMENTE DE SUS PUESTOS.

 Article 55 - The following are required to be a deputy:

I. To be a Mexican citizen by birth in the exercise of his or her rights;

II. To be twenty-one years of age on the day of the election
;
III. To have come from the state in which the election is held, or a neighbor of it, for more than six months of effective residence before the date of election.

To be able to be on the lists of the multiple electoral areas as a candidate for deputy, the candidate must come from one of the federated entities in the area where the election is being held, or a neighbor of the area with effective residence of six months previous to the date the election is held.
Residence is not lost by absence in the discharge of public responsibilities of popular election.

IV. Not to be in active service in the Federal Army, or having command in the urban police or judicial police force in the district where the election is taking place, for at least ninety days before it;

V. Not to be a secretary or subsecretary of state, or magistrate of the Supreme Court of Justice of the Nation, unless he or she has definitely left the position ninety days before the election, in the case of the secretaries and subsecretaries, or two years, in the case of the ministers.
The governors of the states may not be elected in their entities during the period of their office, unless they definitely leave their posts.
Secretaries of government of the states, and federal and state magistrates and judges may not be elected in their representative jurisdictions if they have not definitely left their posts ninety days before the election.

VI. Not be a minister of a religious sect;
 VII. Not have any of the incapacities specified in Article 59.

I. UN PARTIDO POLITICO, PARA OBTENER EL REGISTRO DE SUS LISTAS REGIONALES, DEBERA ACREDITAR QUE PARTICIPA CON CANDIDATOS A DIPUTADOS POR MAYORIA RELATIVA EN POR LO MENOS DOSCIENTOS DISTRITOS UNINOMINALES;

II. TODO PARTIDO POLITICO QUE ALCANCE POR LO MENOS EL DOS POR CIENTO DEL TOTAL DE LA VOTACION EMITIDA PARA LAS LISTAS REGIONALES DE LAS CIRCUNSCRIPCIONES PLURINOMINALES, TENDRA DERECHO A QUE LE SEAN ATRIBUIDOS DIPUTADOS SEGUN EL PRINCIPIO DE REPRESENTACION PROPORCIONAL;

III. AL PARTIDO POLITICO QUE CUMPLA CON LAS DOS BASES ANTERIORES, INDEPENDIENTE Y ADICIONALMENTE A LAS CONSTANCIAS DE MAYORIA RELATIVA QUE HUBIESEN OBTENIDO SUS CANDIDATOS, LE SERAN ASIGNADOS POR EL PRINCIPIO DE REPRESENTACION PROPORCIONAL, DE ACUERDO CON SU VOTACION NACIONAL EMITIDA, EL NUMERO DE DIPUTADOS DE SU LISTA REGIONAL QUE LE CORRESPONDA EN CADA CIRCUNSCRIPCION PLURINOMINAL. EN LA ASIGNACION SE SEGUIRA EL ORDEN QUE TUVIESEN LOS CANDIDATOS EN LAS LISTAS CORRESPONDIENTES.

IV. NINGUN PARTIDO POLITICO PODRA CONTAR CON MAS DE 300 DIPUTADOS POR AMBOS PRINCIPIOS.

V. EN NINGUN CASO, UN PARTIDO POLITICO PODRA CONTAR CON UN NUMERO DE DIPUTADOS POR AMBOS PRINCIPIOS QUE REPRESENTEN UN PORCENTAJE DEL TOTAL DE LA CAMARA QUE EXCEDA EN OCHO PUNTOS A SU PORCENTAJE DE VOTACION NACIONAL EMITIDA. ESTA BASE NO SE APLICARA AL PARTIDO POLITICO QUE, POR SUS TRIUNFOS EN DISTRITOS UNINOMINALES, OBTENGA UN PORCENTAJE DE CURULES DEL TOTAL DE LA CAMARA, SUPERIOR A LA SUMA DEL PORCENTAJE DE SU VOTACION NACIONAL EMITIDA MAS EL OCHO POR CIENTO; Y

VI. EN LOS TERMINOS DE LO ESTABLECIDO EN LAS FRACCIONES III, IV Y V ANTERIORES, LAS DIPUTACIONES DE REPRESENTACION PROPORCIONAL QUE RESTEN DESPUES DE ASIGNAR LAS QUE CORRESPONDAN AL PARTIDO POLITICO QUE SE HALLE EN LOS SUPUESTOS DE LAS FRACCIONES IV O V, SE ADJUDICARAN A LOS DEMAS PARTIDOS POLITICOS CON DERECHO A ELLO EN CADA UNA DE LAS CIRCUNSCRIPCIONES PLURINOMINALES, EN PROPORCION DIRECTA CON LAS RESPECTIVAS VOTACIONES NACIONALES EFECTIVAS DE ESTOS ULTIMOS. LA LEY DESARROLLARA LAS REGLAS Y FORMULAS PARA ESTOS EFECTOS.

Article 54 - The election of the two hundred deputies according to the principle of proportional representation, and the system of assignment by regional lists, is subject to the following bases, and what the law disposes:
I. A political party, to obtain registration of its regional lists, must run candidates for deputies by plurality in at least two hundred single districts.
II. All political parties that get at least two percent of the total of the vote cast for the regional lists of the multiple electoral areas will have the right to have deputies according to the principle of proportional representation.
III. To the political parties that meet the requirements of the above two bases, in addition to the plurality results that their candidates receive, seats will be assigned by the principle of proportional representation, in agreement with the parties' national vote, and the number of deputies on their regional lists that correspond to each multiple area. In the assignment, the order that they candidates had on the corresponding lists will be followed.
IV. In no case may a political party have more than three hundred deputies by both principles.
V. In no case may a political party have a number of deputies by both principles that exceeds its percentage of the national vote by eight percent. This base will not apply to the political party by which, through its victories in single election districts, obtains a total number of seats in the Chamber that exceeds the percentage of its national vote plus eight percent.
VI. In the terms established in sections III, IV, V, and VI above, deputies of proportional representation that were assigned according to what is disposed in sections V or VI who leave office, will be replaced by these political parties with one of their own from the multiple areas, in direct proportion to the national vote that the parties received, in the last election. The law will develop the rules and formulas necessary for these effects.

PARA LA ELECCION DE LOS 200 DIPUTADOS SEGUN EL PRINCIPIO DE REPRESENTACION PROPORCIONAL Y EL SISTEMA DE LISTAS REGIONALES, SE CONSTITUIRAN CINCO CIRCUNSCRIPCIONES ELECTORALES PLURINOMINALES EN EL PAIS. LA LEY DETERMINARA LA FORMA DE ESTABLECER LA DEMARCACION TERRITORIAL DE ESTAS CIRCUNSCRIPCIONES.
